






Recently, the Weifang Municipal Finance Bureau issued the Notice on Issuing Several Policies to Support the Development of the Hydrogen Energy Industry.
The Notice outlines 10 supportive policies:
1. Encourage the construction of hydrogen blending in natural gas pipelines and pure hydrogen pipeline networks. Research and formulate management measures for hydrogen blending in natural gas pipelines (including pure hydrogen pipelines). Demonstration projects for hydrogen blending in natural gas pipelines and pure hydrogen pipeline networks will be prioritized for inclusion in the "Hydrogen into Every Home" science and technology demonstration project.
2. Support the expansion of hydrogen fuel cell vehicle applications. Encourage party and government organs, public institutions, and enterprises and institutions at all levels to procure and use hydrogen fuel cell vehicles; encourage the slag transportation industry to allocate a certain proportion of fuel cell slag trucks; actively promote hydrogen fuel cell logistics distribution vehicles, medium and heavy-duty freight vehicles, etc.
3. Support the construction and operation of hydrogen refueling stations. Encourage the use of existing gas stations, gas filling stations, charging stations, and other sites to build comprehensive energy stations integrating "oil, gas, hydrogen, and electricity." Research supportive policies for the construction and operation of hydrogen refueling stations. In terms of subsidies, the total annual subsidy for hydrogen refueling at a single station shall not exceed 1 million yuan.
4. Strengthen support for hydrogen production, storage, and transportation. Prioritize the recommendation of key projects in the hydrogen energy industry for inclusion in key provincial and municipal projects. Encourage the on-site consumption of renewable energy such as wind power and PV for hydrogen production, and treat the installed operating capacity for hydrogen production as equivalent to the capacity of built energy storage systems.
5. Support the construction of hydrogen energy communities. Encourage the installation and use of hydrogen fuel cell combined heat and power facilities in qualified factory areas, data centers, government organs, schools, hospitals, and residential communities.
6. Introduce and cultivate high-end talents in the hydrogen energy industry. Support enterprises and research institutes in Weifang to recruit, cultivate, and retain leading technical talents in the hydrogen energy industry, who may enjoy green channel services for high-level talents if they meet the conditions. Encourage "school-enterprise cooperation" and support Weifang's vocational colleges to set up hydrogen energy-related majors, and cultivate high-quality applied and skilled talents for the hydrogen energy industry in a targeted manner.
7. Support the construction of hydrogen energy innovation platforms. Encourage qualified enterprises in the hydrogen energy industry chain to strive for innovation platforms at or above the provincial level and seek support for provincial platform projects.
8. Support participation in standard formulation. Encourage relevant enterprises to participate in the formulation of technical standards in areas such as pure hydrogen pipelines, hydrogen blending in natural gas pipelines, high-pressure and large-capacity hydrogen storage and transportation, liquid hydrogen storage and transportation, and fuel cell power generation devices.
9. Leverage the role of hydrogen energy science popularization bases. Establish the Weifang Hydrogen Energy Science Popularization Base and encourage industry chain enterprises, research institutions, and industry workers to participate in the construction of the science popularization base.
10. Increase financial support for the hydrogen energy industry. Banks, insurance companies, social capital institutions, and others are encouraged to provide special services such as preferential loans and innovative financial products to innovative enterprises in the fuel cell industry chain.
